Some commercial tools do this by defining the project nature, like this is java project, or web, etc. This makes it than easier to know for which files to look. However you might loose some flexibility with such setting.

It's not that hard to detect most usual setups, the code for that is being developed at https://github.com/WeblateOrg/translation-finder to be later used by Weblate.
