I'd suggest let's create a new repo within this organization.
This structure and setup worked well before already

Hey @tonysneed, we haven't discussed a game plan actually. I, for one, am hesitant to create a new organization. Are you looking to have all these extensions more centrally located and grouped?

Hey guys, i want to use an EtagHandler to manage concurrent calls on my personal project #SimpleIdentityServer. The implementation is already there in your repository but it needs some improvement for example it doesn't support distributed caching only memory.
I need this feature as soon as possible on my project (otherwise my kubernetes cluster cannot work :'( :'(), then i'm going to create a new project "WebApiContrib.Core" & add some features to it such as :
- Rate limitation : https://tools.ietf.org/html/rfc6585#section-4
- New EtagHandler
- I can also add some authorization policies : OauthIntrospection endpoint, UserInformation endpoint, Uma introspection etc ...

Unfortunately i don't belong to this organization

Hi,
I created a new project called "WebApiContrib.Core" (url : https://github.com/thabart/WebApiContrib.Core). It already supports some features proposed by the RFC-7232 (https://tools.ietf.org/html/rfc7232#section-2.3) : If-Match, Etag & Last-Modified-Date.
The implementation is different from what has been done here. Instead of having an handler or middleware to check etags, the responsability has been delegated to the controller.
If i've granted authorization, I'll move the solution to the WebApiContrib organization. For now, the project will continue to leave under my name :).

@tonysneed and @thabart, I think this org has been needing some new owners to help drive updates for awhile. I @filipw and @ChrisMissal are open, I'm happy to add you.

IMHO WebApiContrib.Core
would be a good name to begin with

First thanks you all for accepting my contributions to the WebApiContrib solution.
@filipw for now i'll keep the name "WebApiContrib.Core", but your're free to made suggestions.
The solution (not yet push) already contains the main features proposed by the RFC 7232, & you can choose to store the representations into different distributed caching mechanism (redis, sqlserver ...)
The RFC will be implemented tonight and the latest changes will be pushed to the repository.
PS : As soon as I belong to the group, the project will be moved to your organization.
