I am obviously late to the discussion, though while creating #42345, I was wondering why the tests for the CSS specs do not follow their levelling scheme.
The big advantange of having versioned tests is that you can easily tell which tests check which feature of the specs. Without that, it is basically impossible to say how well the additions of a spec. level are covered by tests.
For example, how can you determine how well CSS Colors 4 is covered by tests in comparison to version 5 or 6 of the spec.? (Currently CSS Color 4 refers to https://wpt.fyi/results/css/css-color/ which covers all levels including the ones which are not the "current" version.)
If there is one, please let me know!
(I didn't have the time yet to go through the discussion that led to the conclusion to get rid of CSS spec. versioning in the tests.)
