Compare multiple rollcalls about webvoteview HOT 3 OPEN

Sounds good. Should probably be able to actually create a scorecard for
those votes. Also would be good if we presented all of the cut lines for
those votes on a single ideological plot. Not really sure that this is a
top priority in so far as folks can already download a set of votes as csv.
