Yes, everything is in UTF-8. To add translation you should:

Add
Messages_XX.properties -
Put appropriate line for new locale to the
src/main/java/org/traccar/web/Traccar.gwt.xmlfile like:
<extend-property name="locale" values="XX" />
Please see 47a9906 as an example.

By the way latest version including translations and all features is avilable at http://ultrashare.ngrok.com/s/traccar-web/dev/latest/traccar-web.war I will try to always post there latest build of dev branch.

Nice. I really recomend that build to everybody, it's labeled dev, but it's stable for a production system
