Unfortunately (as you found out) downloading via https on Windows does not work due to inconsistencies between the pre-built Curl and at least NSS libraries on what & where the SSL certificate store is.
I think I had intended on Windows to turn off by default the SSL verification, but ultimately this doesn't appear to be the case in the 1.7 release.
In your viking.ini settings file, which I think on Windows is:
C:\Users\<username>\.viking\viking.ini
Using a normal text editor on that file, add this setting:
curl_ssl_verifypeer=0
Edit the file when Viking is not running, otherwise Viking will overwrite your manual changes.
This is covered in the manual, but incorrectly says this is off by default Windows.

If You would like to test other version of dlls and don't have the means to do so, You can send them to me :).
I'm leaving the issue open for now as many may face the similar problem with 1.7.0.0 version.

You may wish to put a note on SourceForge - there's a thread there describing the error but no one has posted the fix. I don't have (or want) an account there.
