@edd That was one of the purposes, if not the main purpose, of the sample proposal. But since the Prepare check is in this repo, it's still possible for the file to fall behind, as it has done here.

Since Prepare* endpoints are going away, there needs to be a more end-to-end test which submits a signed NewMarket proposal, which requires vote tokens and collateral in the market's settlement asset. (Calling Prepare does not have those requirements.)
