It could be possible to do something like that if Github had the qemu-user-static package installed by defaults on their CI machines.
If they did, declaring an aarch64 container-image would trigger automatically the aarch64 emulation mode. Running the actions themselves shouldn't be a problem since the runtime they require is available everywhere.
Btw, if you just have a custom aarch64 image that you need to run some jobs on (and that is available on the docker hub) remember that you can always replace the basic aarch64 image declared in the dockerfile here and use your own container.

That would be nice if github actions would support to run commands before the image starts..
Maybe they will eventually support aarch64 natively.. Thank you either way, I just wanted to be safe.
