I'd love these IDs - how automatable is it to keep them up to date? Can it
be entirely scripted, or is there a manual component?

I'll see if I can't automate some of it, but the tough part is that there's no apparent way to connect C-SPAN ids/urls to our other data.

At least it's only since 1979 - I bet name+title normalization could get it
close enough to fill in the historical gaps manually - and then it'd be a
lot easier going forward, cause we could limit the normalization set to
current legislators only.

Ok, I've added a utility script for updating the current legislators via the NYT API (not the greatest solution, but it works). I'll see about name-matching for the past lawmakers, some of whom I also have in the API.
