Make licenses for the SampleServer and Libs clearer about sample-server HOT 1 CLOSED

I think it would be better to distinguish between the two main parts from license point of view.
Part A) UmatiServerLib (MPL-2.0), this is not the problem
Part B) SampleServer (MPL-2.0), this should be without CopyLeft as it show people how to use and apply

Some points:

• you could not apply MPL + MIT to initialbuild.sh at the same time
• giving different license to different files in one repro is not a good solution
• TEK development included here (southbound to B) would also be MPL-2.0

So, the mixture of both solutions accross the repro should be solved into modules ( or better two repros).
What about B in a seperate repro (MIT) with deps to Sample-Server (UmatiServerLib only) ?
