I am going to need some more information before I can give you any sensible suggestions.

Can you run bluetoothctl on the command line. Once using bluetoothctl can you run the following commands:
version
show
connect E4:BE:8D:F3:BB:B4

And post the output from that to this issue.

Thanks for posting the requested information.
I can see the version being reported as 5.23.
Your original error message is correct, in that version of BlueZ bluetoothd there was no ServicesResolved property.
In version 5.23 the Python API was not at production status. You will need to upgrade to BlueZ version 5.43 as there have been a number of corrections to the API to get it into production status.
