I found a reference to certain icons not showing in plank.
We should check if the app.desktop file has a --detach option.
I.e. - edit the file /usr/share/applications/app.desktop with root rights and change the line:
Exec=app --detach %F
To
Exec=app

app.desktop?
the update-notifier process appears to be running. It should be running update-manager (I think).
I dont think this is a plank specific issue - for example - if you are not running plank but with icon-tasklist applet, update manager app should still appear.

lets double check these dconf keys - so this is 16.04 where we can see the update-manager running in the icon-tasklist applet

app.desktop was just a generic reference to the application that was not
displaying (I didn't know the exact name when typing on my phone).

@fossfreedom - In 17.04 I have attached the dconf settings, and i\I can see the service is running.
