If I use your command to create the cpio, and then unpack with both the standard cpio and the u-root cpio, the files are there.
recall that the cpio unpacking is done by the kernel cpio parser. I tried that too.
Then I realized that the cpio is bigger with awk, so I ran qemu with more memory, i.e. -m 8192 and it's all there.
So I can repro your missing files and also fix it by giving qemu more memory, can you try that? Linux cpio is pretty bad when it hits errors, it's silent about them.
