This happens on smaller screens at least on Android versions 13, 14. See screenshot:
I couldn't reproduce, tried with physical Pixel 4a (5.8" 1080x2340 xhdpi) and w/ Android Studio emulator (4.65" 720x1080 xhdpi).
Webview issue.
More details:
I realized that the language is also mixed (German + English) this seems to be a bug with webview and there's already a Chromium bug being tracked here. The missing button is probably related with the language problem, as the old behavior was correct language + column layout.
