portable setup.py about optalg HOT 2 CLOSED

Now setup.py uses argparse to get optional list of extensions to build
python setup.py build_ext --inplace
python setup.py build_ext --inplace --with all
python setup.py build_ext --inplace --with "mumps ipopt clp cbc"
User is responsible for passing arguments include-dirs, libraries, library-dirs, rpath to build_ext either in the command line or in a setup.cfg file (which is not in the repo) so that headers and libraries are found.
Here is a sample setup.cfg (only ipopt is in a non-standard location):

[build_ext]
libraries = dmumps_seq ipopt Clp Cbc
include-dirs = /home/tomas/Desktop/Software/Ipopt-3.12.6/build/include
library-dirs = /home/tomas/Desktop/Software/Ipopt-3.12.6/build/lib
rpath = /home/tomas/Desktop/Software/Ipopt-3.12.6/build/lib

Instructions need to be added to the documentation as well as a sample setup.cfg file.
