I think the action from this comment is that to link a person to an IOD we go:
User -> Eth_addr -> Station -> IOD
The logic being that the station information is the most important to associate directly with the IOD (and is part of the record standard), and keeping Eth_addr and user out of the IOD record allows us one level of abstraction / partitioning / privacy.
It also has the advantage of allowing you to associate control with stations, and by extension, the IOD records that originate from them.

Partially addressed in Pull Request consensys-space/sathunt-database#6. Eth_Addr is in Station and Observer tables.

I don't think I understand what this issue is tracking. The code I have seen and written treats Station.user as a foreign key matching Observer.id. Is that wrong?
Please can someone (@Kmoneal) clarify (or close) this issue?
