This page gives a nice summary of the issues raised by Debian Legal (DL):
http://people.debian.org/~evan/ccsummary.html
The discussion however relates to CC-by-sa-2.0 is there any change in 2.5?
It seems the By-Sa has the same in inention, according to DL, as the GPL; which
is what I wanted. The easiest might simply be to dual license the work: BY-SA
and GPL, the code is GPL’d anyway. I’ll need to ask on the lists to see if
anyone of the contributors objects.
Just a note that the content is being moved onto the translate.sf.net/wiki which
we will probably wget and package with a release.

The Translate Toolkit documentation has been relicensed under the GPL.
The documentation included with the Toolkit is now taken as plain text files
from the source files for the wiki. Only the toolkit/ namespace of the wiki is
included (under translate/doc), and notices have been put in place to explain
that this section of the wiki is GPL’d, unlike the rest of the wiki. The README
has been updated to explain that this has taken place. All the edits to the wiki
were traceable to people who have agreed to this license change, so there is no
problem with the relicensing.
This should be visible from the next release of the toolkit.
