I think this can close now that #81 has merged (thanks). (There was a network error in the most recent pipeline, but it seems clearly unrelated.)

I am also encountering this problem while debugging conda-forge/deno-feedstock#56.
It seems that the problem is likely in fd31055: the INCLUDE environment on the command is only set if the build environment has INCLUDE; if it does not, then INCLUDE is never set in the preprocessing environment. I have not yet tested to confirm, but it appears likely. Before that commit, it set cmd.env at all times.
