/etc/ldap.conf and /etc/ldap/ldap.conf serve completely different purposes. The former configures integration of libnss-ldap and probably others, which are used for user authentication against an LDAP server. The latter configures the OpenLDAP library itself, i.e. libldap-2.4.x, and thus defines the behaviour of every program that links against OpenLDAP (ldapsearch, ldapmodify, Apache Server's mod_ldap, and so on).
See this Server Fault question for some more details: http://serverfault.com/questions/366760/ldap-conf-file-and-etc-openldap-ldap-conf-file-which-one-to-use

Thanks for the information. Considering the optional requirements for nsswitch and pam I was under the impression that this module was meant to also be able to configure a system for LDAP authentication?
As I mentioned before I haven't really been able to troubleshoot this much yet, and if the purpose of this module is not for configuring such features then let me know.
