Isn't pkg-config part of build-essential or libusb-1.0-0-dev? (or, more general question: is there a command I can run to walk the dependency tree to determine if a package is dependent upon another package's dependencies?)

I would have thought so, but it doesn't seem to be in Ubuntu Quantal. I think the difference here is that the makefile calls pkg-config directly - the failure mode is that the make ignores the failure to find pkg-config and proceeds, resulting in a compile error which (to novice eyes) suggest that libusb is missing. I'd just add pkg-config to the readme
