It causes a problem because
In [1]: import sqlglot.expressions as sge, sqlglot as sg
In [2]: sgexpr = sge.Ordered(this=sg.column("a"), desc=False, nulls_first=True)
In [3]: sgexpr.sql("oracle")
Out[3]: 'a ASC'
will place nulls last since they sort larger than non-null values in Oracle, even though I have specified in the construction of Ordered that I want them first.

Does this incosistency cause an issue when ran in Oracle?
To me, it's actually [6] generating a superfluous NULLS LAST (which can be ommited since it's the default value anyways and was not implicitly set).
