the code i am using to create index.Rmd is

 tar_index_rmd <- targets::tar_target_raw(
    "notebook_index_rmd",
    command = rlang::expr({
      path_index <- file.path(
        !! dir_notebook,
        "index.Rmd"
      )
      withr::local_options(list(usethis.overwrite = TRUE))
      create_file <- ymlthis::use_index_rmd(
        ymlthis::as_yml(list(!!! yml_header)),
        template = path_index,
        path = !! dir_notebook,
        quiet = TRUE,
        open_doc = FALSE,
        include_yaml = FALSE
      )

      path_index
    }),

    format = "file"
  )

I wrote this a few months ago. I wonder if usethis.overwrite = TRUE is no longer a thing?

It still is a thing. I wonder if local_options() is not working well inside of targets. I wonder if with_options() will do better.

not sure what the problem was exactly but i fixed it. i also gave up on using use_index_rmd() because its ANSI escape codes were not being stripped
