[BUG] `files_ignore` isn't working as expected about changed-files HOT 2 CLOSED

Hi @milenkotomic, this appears to be a misunderstanding of how the only_changed output works, to clarify.

If you provide file patterns and all files are changed i.e only files with those patterns are changed then only_changed would be true. The inverse case would be the files_ignore patterns you provided don’t match any of the files that have been changed then the only_changed output would be true.

in your case you provide the following ignore patterns

!.github/workflows/tests-npm.yml,!.editorconfig,!.eslintrc.json,!.eslintignore,!.gitignore,!.mocharc-transpile-only.json,!.mocharc.json,!.npmignore,!.prettierignore,!.prettierrc,!CHANGELOG.md,!CODEOWNERS,!README.md,!tsconfig.eslint.json,!tsconfig.json,!typedoc.json

and made changes to the following files

.github/workflows/tests-npm.yml CHANGELOG.md

This means only_changed would be false since the changes are to files in the ignored patterns.

To get your expected outcome you’ll need to change the input from files_ignore to files.
