After Googling around this error message, I believe it is complaining you are running a docker image (built for amd64) on a Raspberry Pi (using arm architecture).
See related discussion: pypa/manylinux#410
Looking at timothymiller's docker hub page also confirms my assumption: https://hub.docker.com/r/timothyjmiller/cloudflare-ddns/tags
It says the image was built for linux/amd64.
Since I don't have a Raspberry Pi on hand, here is my proposed workaround at the moment (not tested):
Build your own docker image (on Raspberry Pi), instead of pulling from the docker hub. Instructions should be the same as https://github.com/timothymiller/cloudflare-ddns#building-from-source
