Do not apply send attempt limit to manual operations about thunderbird-android HOT 2 OPEN

Actually we want to distinguish between network errors and errors reported by the server.

• If it's only network errors we can retry with exponential backoff.
• For temporary server errors we might want to do the same.
• For permanent errors we want to display a proper error message.

Hi,

my current experience is that i do not receive any notification from k9, therefore i had to go through the debug message.
since there is no notification on the user, i think that this should be considered a bug, at least for this portion of the issue.
