The folks in #bash guessed that it's under some kind of attack making it down for certain regions (though no one official showed up to check/confirm).
I'll leave this issue open while http://www.downforeveryoneorjustme.com/mywiki.wooledge.org is saying it's down. If it stays down for more than a day or so, I'll update the link to use a mirror.
