Same for me, with release 13 I got:
Uncaught TypeError: Failed to resolve module specifier "card-tools/src/templates.js". Relative references must start with either "/", "./", or "../".
Rolled back to 12, no issue.

There error I am getting with version 13 is "style" is read-only
! Reinstalling version 12 it works again.

The original post contains no information and doesn't follow the template.
Every comment describes a different problem.
Some describe the exact problem fixed by release 13, Others, I don't even know what they're trying to say.
In your case; is the problem you agree too the one that isn't described in any detail at all, or the one that was caused by installing the wrong file or hacs failing?

I am also having issues with release 13. My lovelace button-card (from https://github.com/custom-cards/button-card no longer seem to be functioning properly after updating card-mod to version 13.

I have the same issue with entities objects, while custom:button-card is working well. I tried use version 12, have the same result. Version 11 works well.
