Add /holidays command using Abstract Holidays API about statsbot HOT 10 CLOSED

@MaruthiKo I just noticed that the api mentioned in the issue requires an api key.
This is rather inconvenient because everyone has to generate their own api key for it to work...

But since I did not find another public Holidays API without requiring an api key, I'd say I close this issue and you can work on another issue with another (more easy to handle) api.

If you want you can choose out of this list or I can pick something for you.
