Problem creating users on non-localhost about steward HOT 4 CLOSED

Okay. Interesting. If you stop and restart the steward, go to

http://steward.local:8887

it'll redirect to

https://steward.local:8888

if you then go to

https://steward.local:8888/client.html

it'll let you successfully create a login identity. However if you do this the first time you run the steward you get the problems seen above.

crikey! there appears to be both an RPi-specific issue (arp table not being updated fast enough), plus a logic error in the code.

commit #d3a22e9 should fix it
