Add support for multi-cloud foundry clouds about ecs-cf-service-broker HOT 2 CLOSED

Discussed this issue with Pivotal today, and have a new, better approach:

When the user wants to enable a bucket for multi-cloud, they can make a bind-service call to create a "service-key". That service-key can then be generated by the broker, stored in the service-instance-metadata, and provided back to the user via the command prompt.

When the user goes to create the service on the remote CF instance, they can supply the service-key along with the bucket name, which will authorize the user to create a service-instance in the remote CF instance referencing the same bucket.

This service-key/bucket-name pair could actually be used for any additional CF instances, so a bucket could be represented in really any number of sites.
