Also check cpu and gpu version of such op. scipy and c code version.

scipy code is safe.
C code has this problem for Gemv only.
GPU code has this problem for Gemm, Gemv and Ger.

There's actually a problem with negative-strided vectors in CGer and CGemv: blas needs to be passed a pointer to the beginning of the memory buffer, even if the stride is negative, but numpy_array->data will return a pointer to the first element, which is at the end of the buffer.
So, both blas and numpy try to be clever, and in the end, we use uninitialized memory instead of our data.
