I agree. This seems to have broken the ability to provision Windows guests, which is really less than ideal. When I try to set the guest as Windows, I get an error.

Supporting Windows guests is a top priority for the next major release of Test Kitchen. Unfortunately this involves some significant refactors in the top-level Test Kitchen codebase as well as other drivers besides vagrant. We are working closely with Mitchell and Windows engineers to provide the best solution with the best user experience.
Prior Windows convergence was only working by happenstance and is not currently an officially supported pathway. We are targeting a 2.0 release. I'm really sorry that that merge broke things for you, and we are working on a better solution.

@tklein I needed to begin testing cookbooks on Windows today, so I've settled on this TEMPORARY method, https://github.com/portertech/windows_chef_zero Still working out the kinks.

I created a new Test Kitchen driver just for windows testing in our environment. It uses Vagrant to do the provisioning instead of Test Kitchen:
