I got the same error too ..I tried looking reference online didn't get any luck ..
So I solved this using AWS API via Lambda function ..check the reference here for the same -https://boto3.amazonaws.com/v1/documentation/api/latest/reference/services/rds.html#RDS.Client.add_role_to_db_cluster

We are running into this issue as well, for now we manually add via CLI but causes an error during each plan wanting to remove the CLI attached role. During the apply it throws an error when trying to remove the role which is actually good so it does not break our DB export. For now we are planning on modifying the TF state file to trick terraform into ignoring the role.
