Yes, it is unacceptable to specify both instance type and cpu/mem, but we cannot fix it in terraform layer. The problem lays between CVM and CCS API, which in old time, there is only cpu and mem but no instance type. Currently, instance_type is optional, not required, but in reality, CVM does no longer support S1 series instance type, unfortunately it is the default one in API, so basically we encourage you to set instance_type as well.

The cpu = 3920 is caused by a recent incompatible ccs API change, which use cpu as available cpu to use, this also blocks acceptance test, we decide to ignore it for now, and hope ccs API can revert to old way and make compatible change for available cpu/mem attribute, but we don't know when.
