改造：

  1. 后端通过 serializer 来进行校验
  2. 项目和流程层级通过前端来判断是否有执行代理人变更，通过 patch 方法来确定传参
  3. 公共流程因为差异在 pipeline_tree 字段中，由后端进行比较和判断
