Note: Documentation issues should become part of https://github.com/tdwg/dwc-documentation/. We need to inform submitters about this. It should be possible however to report a typo in the definition, comments, etc.

Added CONTRIBUTING file. A message with link will now appear if a user wants to create a new issue/pull request. @tucotuco, all relevant issue templates should go there (put them in code blocks, so it's easy to copy/paste).
