Now what I have faced that coyotte doesn't add blips on map and I never get bills for speeding, I get discord messages, but no bills so far. Interesting why...

You must "use" coyotte to show up the blibs and add voice warnings :)

remove the emoji on server file and you won't have that issue OR you can modify your column to be UTF8

After editing utf's I restarted server but it still did not work, I don't know why. But it works after removing emoji. The only issue now is blips on map, they still don't show up. Thanks for helping me out! :)
