load_bmp and load_dng are able to support unicode by using ifstream and strstreambuf.
But load_image, load_png, load_jpeg and load_gif are not able to support because they depends on 3rd party library.

load_bmp, load_dng, load_image, load_png and load_jpeg throw dlib::image_load_error.
DlibDotNet.Native catch it and notify to DlibDotNet.
After this, DlibDotNet throw ImageLoadException contains error message is got from dlib.
So developer can understand why error occurs.
And Dlib.Encoding property can change encoding for converting from System.String to byte[].
It means that user can pass the non-alphanumeric character to dlib via System.String.
So this workaround resolve this issue.
