比特币是属于比特币社区和持有比特币的所有用户的。任何人，都可以为比特币贡献代码。
尽管不是所有人都有“权力”让代码能进入Bitcoin Core里的。Bitcoin Core团队中只有5个PGP KEY有权限将代码合并到Bitcoin Core中，这五人中有人公开露面。
但就团队意义来说，所有用户都是其中一员，而比特币本身就是用户匿名。
