Ok, I've tracked this down as far as a difference in prosrc between a no-arg function that works and another one that doesn't. In the pljava-examples jar, the functions propertyExample() and propertyExampleAnno() are virtually identical, except that the first one works and the second one says To many parameters - expected 0.

The one that works has this prosrc:
org.postgresql.pljava.example.UsingProperties.getProperties

The one that doesn't:
org.postgresql.pljava.example.annotation.UsingProperties.propertyExampleAnno()

Apparently it's the explicit signature at the end that breaks things; if I redefine it with the () removed, it works.

It only seems to be a problem with zero arguments. I can re-register the setReturnExample function with (int,int) or with the parameter signature left off, and it works either way.

Hmm.
