Add /notify service about mxfactorial HOT 3 CLOSED

@hotay, this task will be completed by @krishnal after @elvongray finishes #24.

• key is the id of an object that has been changed/added/deleted/moved
• payload is the info you want to send to the receiver
• sent_time generate when notification created
• received_time generate when user hit the clearAll button
• the data of object itself must contain sender_account/receiver_account in order to process it
