Nice, so we have a fix! Can I ask you to provide a test and (maybe) add some test for the Counter32 and Counter64 case?

You may need to help me with the syntax as this is a bit beyond my Ruby skills.
I think the test could look something like this:
it "decrypts counter32" do
counter = "\x00\xC4\x1Eg"
varbind = described_class.new(".1.3.6.1.2.1.2.2.1.10.21", type: :counter32, value: counter)
expect(varbind.convert_application_asn).to eq(12852839)
end
it "decrypts counter64" do
counter = "\x00\xC4\x1Eg"
varbind = described_class.new(".1.3.6.1.2.1.31.1.1.1.6.21", type: :counter64, value: counter)
expect(varbind.convert_application_asn).to eq(12852839)
end
In other words: value of "\x00\xC4\x1Eg"
should be converted to 12852839
for both Counter32 and Counter64.

You can add conversion specs in varbind_spec.rb, make also sure that conversions correctly encode.
