hm... this is strange... have you set a viewbox in the svg? that should solve the issue, as far as i know...

I used the example with a 1 line change mentioned for the document width. The viewbox has been set in the example, but it seems that if the viewbox aspect ratio doesn't match the document aspect, it will incorrectly scale the aspect ratio for the document. If SvgDocument.AspectRatio.Align is set to a value other than "none" the aspect ratio of the document should be preserved. To fully reproduce this just insert the following line before the viewbox definition on line 31:
FSvgDoc.AspectRatio.Align = SvgPreserveAspectRatio.XMidYMid;
This is respected when rendered elsewhere, but not when the SVG is rendered out to a bitmap/ picturebox control.
