Как вариант. Если айпи в таблице блок, не показывать чат и всё. Но фишка была бы очень полезная, т.к. есть конкуренты которые могут попросто флудить чат.

а то что за одним ip могут быть еще 1000 человек это вас не смущает? Бан по кукам или по железу
