Thanks @martijnvanschie and i am happy to see that you want to leverage the report!!! And i definitively want it to work when all reported entities are not present.
I will check this week what happens: AFAIK the files should import correctly if they only have the headers.

Ok, i took the time to test empty files with only headers.
This does not work as the empty data is also not expected.
