Yes, I think that's the expected behaviour ... the auto-layout will set the page size automatically for you to fit the content. To override this, you can apply auto-layout yourself, as follows, although it won't centre the content for you:
import com.structurizr.view.*
slv = workspace.views.getViewWithKey("Diagram1")
slv.mergeFromRemote = false
slv.paperSize = PaperSize.A2_Landscape
slv.dimensions = null
graphviz = new com.structurizr.graphviz.GraphvizAutomaticLayout()
graphviz.changePaperSize = false
graphviz.apply(slv)
That said, I'm not sure what you mean by this:
but the canvas is restricted to the viewport
Are you seeing more content, but can't scroll to it?

Yes. The content is centered, but it obviously spans well beyond what's
visible, and the scroll bars are inactive.
Interestingly enough, if I apply auto-layout in the browser and leave
"resize page" checked, I get the same effect. But because the UI remains in
edit mode, I can click auto-resize canvas to fix it. So I was looking for
some equivalent in the API.

Dagre - I don't have access to Graphviz in the current environment.

It turns out the "change page size" wasn't working with the Dagre version ... it should work now if you update your Lite installation.
