You're not supposed to create a charge on the Android device itself. The only operation that takes place on the device itself is the tokenization of card information. Once the token has been created, your app should send it to an external server where it can be used to actually create a charge.

The reason an external server is required is because aside from token creation (which uses your publishable API key), all API calls need to be issued with your secret API key, which you cannot embed or send to the mobile app, otherwise malicious users would be able to retrieve it.
