It's just trying to connect to the server when the application started, for no concrete reason... But it's a good idea, to connect to server only when user logging or already logged.

Yes, it's because of it can't connect to our server. What do you suggest? How we can handle both cases?

I would suggest not displaying the icon or trying to connect to the server in offline sessions. I'm not connected to the cloud or collaborating with other writers, so it shouldn't be trying to connect to the internet.
For cloud projects, the spinning wheel should timeout after a few unsuccessful tries and the following or similar message, colored red, briefly displayed to the user: "Can't connect to the internet. Working Offline". Maybe with an info button that tells you what that means such as "This means your work won't be shared with remote collaborators until you reconnect to the internet". Now you are in "Offline Mode", so Starc keeps trying to connect behind-the-scenes, with no spinning wheel, and only when it re-establishes a connection is when you get another message, colored green: "Connection restored. Working Online".

What for its trying to connect to server if you're not logged in?
