Indeed, the DATA_POWERTIP data attribute should be removed if DATA_ORIGINALTITLE has been set, meaning that the powertip data attribute was set by the PowerTip plugin itself. That is a bug, and one that needs to be fixed before 1.2.0 is released! Thank you for finding that!
The DATA_POWERTIPJQ and DATA_POWERTIPTARGET data attributes on the other hand are never created by PowerTip. If those data attributes have values then they were set by the developer implementing PowerTip. So I don't think that those should be removed by the destroy() method.
