I've been reading DOC and found what I supposed missed, the backend coordinator.

Various StackStorm features rely on a proper co-ordination backend in a distributed deployment to work correctly.
As I said we've got an HA setup with multiple services in multiple virtual machines and I think the backend was what missed.
We set up this yesterday and until now we don't have the same problem yet.

Coordination is really important in HA environment and more st2 services might rely on it in future for better distributed locking when scaled out.
